The biggest problem for small cities is the infrastructure or the lack of it. India has had a long history of terrorist attacks, but small towns have no more than the most basic anti-terrorism infrastructure.

Terrorist activities are not directed at any race or religion in particular. A glaring example is the blast in Malegaon in September 2006 that claimed the lives of 37 people, mostly Muslims.
Bangalore, though considered a small city by many has taken ample measures to prevent the incidence of terror attacks. This has ensured that attacks like the one in July 2005, when nine successive blasts had rocked the city and claimed the life of 1 person, do not recur.
Terrorist attacks like the ones in pune will continue to recur, as Indians are callous masses who will not learn from their mistakes.
